Ugh. I understand why apartment buildings do that but as someone who gets cold easily it would be a problem for me too. One thing I discovered that helps me in the winter is one of those little lap warmer rugs that is fake wool on the underside. I put it under my blankets (as the closest layer to me) diagonally so one tip is at my neck and the opposite one is covering my toes. Of course since this means I'm not using a top sheet I have to wash blankets every week but we do own our own washer and dryer so it's not a big a hassle as it would be for people who have to use a communal laundry room or go to a laundromat.I don't like it very cold either, and the temps don't have to be very low for it to feel cold. I know for about a month before we get heat in the Fall, and a month after it's turned off in the Spring, I feel cold all the time, especially at night when I'm trying to warm up so I can get to sleep. I hate having to bundle up with several layers and 2 blankets. That's just too much, and isn't all that comfortable.

Actually it's not the choice of our co-op to do that, it's a NY City ordinance that we must comply with. So it's the City Council that's to blame. I don't know how they enforce it with private homes, or if they have a different ordinance for them, but co-ops and condos get inspected regularly, and we certainly can't afford to be fined if caught "not following the rules".Ugh.
