It was in the episode about the planet that had something in the atmosphere that gave the inhabitants mind powers, telekinetic powers, in the episode Plato's Stepchildren. The kiss was forced between her and captain Kirk. However, there is some question of this. There were earlier episodes in the first season when such kisses happened. And even Shatner himself was involved in another that was said to have happened a decade earlier on a live show, the Ed Sullivan Show, when he kissed France Nuyen, of Asian ancestry. I'm not sure why this one was made into such a big deal.
