No, if it weren't for the networks cable tv wouldn't have any product. It's against the law to simply rebroadcast a tv or radio signal without permission. Tv and radio stations incur a lot of costs even to broadcast locally. You ever notice how football games jump from network to network. Well, the networks have to pay for the right to broadcast those games and those rights are exclusive. So they have to recoup their money in advertising and fees.
