I just tried and downloaded several items with no issues.
I am still on Win 7, tried using Waterfox 2022.11 64 bit (outdated) and also Google Chrome 109.0.5414.120 (Official Build) (64-bit) also Outdated.
On both I have all the built in file management and screening turned off, set to ask where to save every download, and I use 3rd party virus scan.

I am very much thinking for those having issues that it might be all the built in "Security" garbage browsers include now. I have never found the built in file management or file "security" in web browsers helpful, especially google which will often block zip and exe from websites not on Googles whitelists (which costs a lot of money to get on - Chris had trouble with this).

I can try again later with a Win 10 machine running a newer Chrome with custom file and download settings.

Okay...my downloads go where I choose. I don't use windows security as I have a 3rd party security system also. I'm not sure what you mean by Chrome maybe having built in security though so I will check that out. I'm using Windows 10

As I recall I had to alter a number of settings in Windows 10 itself to stop it from interfering with downloads from any non-microsoft site. It kept trying to block me from downloading and installing Chrome even. I can't remember what all I had to change (I hated trying to set up the three Win 10 workstations).

I remember needing to disable this in Windows 10 - it uses "Reputation" based screening to prevent downloading files and apps from unknown and untrusted websites and providers.
  1. Click Start, type Windows Security and open the app from the search results.
  2. Open the App & browser control tab in the left pane.
  3. Click on Reputation-based protection settings under Reputation-based protection.
  4. Here, you'll find four different SmartScreen filters you can individually enable or disable. If you want to turn off the filter for files and executables, turn off Check apps and files and Potentially unwanted app blocking filters. The other two filters are for Microsoft Edge and Microsoft Store apps.
  5. If you want to turn off SmartScreen completely, disable all four filters.
This may be your culprit. I recall needing to disable other things on one of the machines as well (it was downloading files but hiding them from me "for my safety").

hmmm...it's been so long I can't remember if mine is pro or home version I will have to check.

Thanks for the info KageRyu I will look into it tomorrow, my brain has started to switch off.

Was this Windows 10 Home? I always have the Pro versions of Windows and never ran into that Smartscreen issue.
Pro versions. I think it is all versions, but if your system was pre-installed and configured it may have already been disabled.
