What is your purpose for wanting the software?
To make a render look cartoony?
To create characters in the software and move them through the bones?
To make panels and speech balloons?
To animate them?

What is it you are trying to accomplish?
You can do most of the above (not move them through the bones) using PD Howler, and GIMP, etc.
There are programs like Moho that are an all in one stop, but they are pricy (watch for sales).
