The one I always used since way back when was Color Cop. Still seems to be around ( colorcop.net appears to be the genuine site) and there's also a standalone version (i.e. no installer) version, just unzip and run. The exe isn't digitally signed so you get a Windows warning dialogue.

I use PicPick, which has a host of other useful graphics tools too: various modes of screen capture, magnifier, pixel ruler, and so forth. Specifically, I use the PortableApps version so that I can have it handy even on someone else's computer.
