Can cloth settings be saved to library?

If you mean cloth sims, then yes, they are automatically saved with the PP2 when you save it to the library. Next time you load it, the cloth sim params should remain the same as last time you have used it. You don't need to do anything - just set up the prop in a cloth sim, and then save it to the library. It should retain the parameters.
